All warrants drawn on the Village or on the Village Treasurer must be signed and countersigned by any two of the following: the Mayor, the Village Treasurer, the Village Clerk or the Administrative Assistant to the Mayor. Such warrants shall state the particular fund or appropriation to which the warrant is chargeable and the person to whom it is payable, and no money shall be otherwise paid except as provided by statute. Money shall not be transferred by the Treasurer from one fund to another, after it has been received by him or her, or appropriated to any other purpose than that for which it has been collected or paid, except as ordered by the Mayor and Council in the manner and form prescribed by statute.
