234.05 ACCESS TO VILLAGE RECORDS.
   (a)   The Village Clerk is hereby designated as the person to whom all initial requests for access to records of the Village are to be referred. Such requests shall be made at the offices of the Village between 9:00 a.m. and 4:30 p.m., Monday through Friday. If the Village Clerk is not available during such time, the Deputy Village Clerk is hereby designated as the person to whom such initial requests are to be made.
   (b)   Any records which are the subject of a request under the Freedom of Information Act shall be retrieved from the place where they are stored by the Village Clerk, by the Deputy Village Clerk or by an employee of the Village acting under the direction of the Village Clerk or Deputy Clerk. In no event shall records be retrieved by the party requesting them or by any other person who is not employed by the Village.
   (c)   If copies of records are requested, the fees for such copies, whether certified or not, shall be as determined from time to time by the Village Clerk. The Village Clerk shall maintain a written schedule of current fees in his or her office. The fees so charged shall reflect the actual cost of copying the records and the cost of certifying copies, if certification is requested.
   (d)   If a request to inspect Village records is denied by the Village Clerk or the Deputy Village Clerk, such denial may be appealed to the Mayor. Such appeal must be made within fourteen days after the requesting party receives written notice denying such request. If the denial is not in writing, then the appeal must be made within fourteen days after the request is effectively denied. In the absence of the Mayor, appeals from denials of requests for access shall be made to the Village Treasurer within the times set forth in this subsection.
   (e)   The Village Clerk shall prepare a Village Information Directory, a block diagram of the functional subdivisions of the Village, a Village Records Directory and a Records Catalogue, all of which shall be in substantially the same form as the documents marked Exhibits A, B, C and D attached to original Ordinance 1989-21, passed July 10, 1989, which Exhibits are hereby made a part of this section by reference.

   (f)   The Village Clerk is hereby authorized and directed to update and revise the documents required in subsection (e) hereof to accurately and completely reflect any changes necessitated by changes in personnel or methods of record keeping.
