220.12 JOURNAL; MINUTES.
   (a)   The Village Clerk shall keep the journal of the proceedings of Council. Within not more than ten days after each meeting of Council, the Clerk shall supply to each member, at his or her residence, a typewritten copy of the proceedings.
   (b)   The minutes shall contain a record of the proceedings, but shall not include speeches, verbatims of discussions or statements, unless a statement explains a vote, or unless Council orders such statement to be included or unless the statement is necessary for the understanding of a particular matter. Motions shall be included in full. Other items, such as ordinances, shall appear with their full descriptive title only. The journal shall further include all votes and roll calls and the date and place of the meeting.
