No Council member shall speak more than once on the same question, except by unanimous consent, and then not until every other member desiring to speak has had an opportunity to do so. However, the proponent of the matter under consideration shall have the right to open and close the debate. No member shall speak longer than ten minutes at any one time, except by consent of Council and except that in closing the debate on a question, the speaker shall be limited to five minutes. No member of the public shall speak longer than five minutes on a question, except with the consent of Council. The Presiding Officer shall call a speaker to order at the close of his or her time limit.
