When a Council member wishes to present a communication, petition, order, resolution, ordinance or other matter, he or she shall communicate such intention to the Mayor or the Village Clerk three days prior to the meeting so that the matter can be placed on the agenda. Matters presented on the day of the meeting shall require the concurrence of a majority of the Council members in order to be heard.
