220.02 VACANCIES.

Vacancies occurring on Council shall be filled within a reasonable time after the occurrence thereof. The remaining members of Council shall appoint a person to fill the vacancy for the unexpired term, as provided by statute, unless a special election is authorized or deemed necessary.
