Prior to entering into any contract as referenced in Section 218.01 above, the Village shall advertise for bids at least once in a newspaper of general circulation in the Village, said advertisement to be published not less than ten (10) days prior to the bidding date. All such bids shall be filed in sealed envelopes by the date and time, and at the place, specified in the advertisement.
