(A) This section protects the public health, safety, and welfare by enacting regulations that:
(1) Establish a program for identification, registration, and regulation of vacant buildings;
(2) Determine the responsibilities of owners of vacant buildings; and
(3) Provide for administration, enforcement, including the prevention and abatement of public nuisances, and imposition of penalties.
(B) This section shall be construed liberally to affect its purposes.
