The fresh-water supply point of discharge to the pool through a pipe shall be firmly fixed at a point at least 6 inches above the overflow level of the pool. No over-the-rim spout will be accepted unless located under a diving board or installed in a manner approved by the building commissioner so as to remove any hazard.
