§ 152.108 INSPECTION REPORTS.
   The inspector shall prepare and submit to the city engineer each day a report stating the progress of the work, and giving his findings as to the quality and quantity of materials used, and the quality of methods and workmanship. He shall in particular call attention to any circumstances that entail departures from the working drawings and specifications, such as unforeseen difficulties of drainage, ground water, poor subsoil, unstable fill material, unconventional or faulty practices of the contractors, or other circumstances. Whenever, in his opinion, the departures are likely to cause either a lower ultimate standard of performance, or a higher maintenance cost, than could reasonably be anticipated, he shall immediately notify the city engineer. When an improvement has been completed, he shall prepare a summary report.
