Approval of the city council shall be secured before the commencement of the construction of any improvement. Approval of the final plat by the city council shall constitute permission to proceed with construction, provided the plat is accepted for recording by the county recorder. The city council shall not have the authority under this chapter to grant permission to any subdivider to construct any improvements prior to approval of the final plat.
