§ 152.87 GRADING FOR STORM WATER.
   (A)   Lots and blocks shall be so graded as to eliminate depressions that would accumulate storm water. Grades at building sites shall bear such relationships to roadway and curb grades as to prevent flooding of basement windows or of entryways either to basements or to first-floor levels in the absence of basements. Where deemed necessary, the plan commission may require the subdivider to submit working drawings showing contours to which the property is to be graded to provide for the requirements of this division. The plan commission shall transmit a copy of the approved drawing to the director of public services. In such cases, building permits shall not be issued unless the plot plan indicates site and building grades consistent with the grading drawing.
   (B)   The subdivider of a new subdivision shall submit to the plan commission a development plan which shall provide a lot and block grading plan. This plan shall satisfy the data sheet #72 specifications therefor as set out by the Federal Housing Authority and shall also be approved by the city engineer.
