§ 152.47 MARGINAL ACCESS STREETS.
   Where a subdivision has frontage on a major street, as shown on the major street plan, or on a superhighway or other high volume trafficway, and where it is not feasible to have the lots back to such high volume streets, provision shall be made for marginal access streets. These marginal access streets shall be approximately parallel to and on each side of the major street right-of-way and separated from the right-of-way by a strip of land at least 10 feet wide. Separation strips may be provided with screen planting, but such planting shall be so placed that it does not obstruct vision at intersections.
