Where a residential subdivision adjoins a railroad right-of-way, a waterway, an industrial area, a business area, or other land use which would have a depreciating effect on the residential use of the property, a buffer planting strip 10 to 15 feet in width and suitably planted to form a screen or fence may be required by the plan commission.
