While the subdivision plan is still in sketch form, the subdivider may (and should) consult with the plan commission to determine conformity to the official plan, including the major street plan, the zoning ordinance, and compliance with this chapter and with other city ordinances not in conflict with this chapter. Within 15 days, the plan commission shall inform the subdivider that the plans and data as submitted or as modified do or do not meet the objectives of this chapter. When the plan commission finds that the plans and data do not meet the objectives of this chapter, it shall express its reasons therefor.
