This chapter is adopted to promote and protect the public health, safety, morals, comfort, convenience, and the general welfare of the people; to protect the character and maintain the stability of the city and contiguous unincorporated territory; and to establish reasonable standards of design and procedure for subdivisions and for resubdivisions within the city and contiguous unincorporated territory.
