It has been determined to be in the best interests of the city to provide a method for fairly and efficiently enforcing the city's municipal ordinances, including, but not limited to, the building code, housing code, and zoning code, as may be allowed by law through the administrative adjudication of such violations, and establishing fines and penalties and authority for collection of unpaid fines and penalties.
