§ 150.126 REGISTRATION AND FEES.
   A landscape contractor and/or installer engaged in the grading and landscaping of new construction or the regrading of an existing lot, within the corporate boundaries of the city, shall complete a permit application with the Building Department of the city prior to commencement of any landscaping or grading activities. At that time a license and permit bond shall be posted with the building department. Refer to divisions (A) and (B) for license and bond amounts.
   (A)   Registration fee. The registration fee to perform landscaping activities, within the city is to be paid by the landscape contractors and/or installers and shall be in the amount of $75 and shall be due on or before the first day of May to cover the fiscal year up to and including April 30 of the following year. Registration fees SHALL NOT be prorated in the event a landscape contractor or installer becomes registered at any other time during the fiscal year. The license and permit bond shall be in the amount of $5,000 and shall be posted and renewed every year on or before the anniversary date of its issuance.
   (B)   Performance bond. A performance bond shall be posted with the city in the amount of $1,000 for individual lots, $5,000 for commercial lots. Performance bonds for subdivisions shall be posted with the city in the amount of 10% of the approved cost estimate. The performance bond shall be released only upon inspection of the landscaping one full growing season following installation for satisfactory growth.
   (C)   Engineering fee. Any engineering fees for reviews and/or inspections shall be paid by the permit holder. Inspections are NOT limited to requests from the owner and/or contractor and may be performed at the discretion of the city and/or following major rain events.
