It shall be unlawful to construct or erect a fence in the city without first having secured a building permit therefor by application duly filed at the office of the city clerk on a form duly prescribed and furnished for such purpose. A $40 fee shall be deposited with the clerk at the time the application is filed. If the permit is not granted, the fee shall be returned to the applicant. Each applicant shall submit a sketch or diagram of the proposed fence structure, indicating all dimensions thereon and its proposed location upon the property.
