The cash bond required by § 150.45, less charges made in accordance with § 150.49, shall be refunded by the city collector upon claim by the depositor, and upon certification by the mayor or his or her delegated representative that all operations covered by the permit have been completed. Such refund shall be made within five days after compliance with this section.
