(A) Portable toilets intended for permanent location and use are not permitted. Portable toilets may be located for temporary use for a period not to exceed three days, except for construction or development sites. Portable toilets may be placed on construction or development sites during periods of construction or development activity.
(B) A permit must be requested from the city council for the maintenance of a portable toilet for any period in excess of three days, except for construction or development sites.
