(A) All building permits and occupancy permits shall be issued by the building commissioner upon proper inspection and determination by the director of public services that all applicable standards have been complied with.
(B) All permits required to be obtained for construction or other activities within the city, except building permits and occupancy permits, shall be issued by the city clerk upon the receipt by the city clerk of a recommendation of the issuance from the building commissioner.
(C) In the event that any structure is occupied prior to the issuance of an occupancy permit by the city, there shall be assessed against the party to whom the building permit has been issued the sum of $250 per day for each day that the structure is occupied prior to the issuance of any occupancy permit together with all court costs and attorney's fees incurred by the city for enforcement of the provision. This sum shall be deducted from any bond required to be posted as a condition to the issuance of a building permit.
