In addition to all other documents and information required herein to be furnished to the building commissioner when application is made for a building permit, the applicant shall also furnish a plat of survey, executed by a licensed surveyor, showing the elevation grade of the foundation for structures located on properties adjoining the property for which the application for a permit is requested and, in addition, shall furnish a plat showing the proposed elevation grade of the foundation of the structure for which application for a permit is being made. The building commissioner shall review the plats and surveys herein provided for, and no permit shall be issued until the building commissioner has approved the elevation and grade of the proposed foundation with relation to the foundations of adjoining structures.
