§ 119.04 PERMIT CONDITIONS.
   A public pyrotechnic display may be permitted under the following conditions:
   (A)   Each pyrotechnic display of fireworks shall be provided by a licensed pyrotechnic distributor and conducted by a lead pyrotechnic operator, licensed pursuant to the Pyrotechnic Distributor and Operator Licensing Act (ILCS Ch. 225, Act 227). The lead pyrotechnic operator shall be present during any pyrotechnic display and shall personally supervise all assistants, including all phases of the pyrotechnic display. All assistants must be at least 18 years of age.
   (B)   The permit holder shall be responsible for the recovery of fireworks and aerial displays that did not fire.
   (C)   Recovery or the search for un-fired displays shall start immediately or, at a minimum, at sunrise. The area of a misfired shell shall be guarded by the permit holder at their cost from the time of the discovery until the recovery of the shell. The cost of recovering the shell shall be borne by the permit holder.
   (D)   Each applicant shall supply the Fire Protection District with sufficient information to file with the State Fire Marshal's office records relative to the pyrotechnic display.
