The annual registration fee for solicitors shall be $100 plus $20 per day fee plus background check fee for each person that conducts solicitation activities in the city, provided, however, that no registration fees shall be charged for solicitation by charitable organizations as defined herein, and further provided that no fee beyond the annual registration fee shall be charged to solicitors for holders of a franchise granted by the city for the operation of a cable communication system.
