No license shall be issued for the conduct of any business, and no permit for any thing, or act, if the premises and building to be used for the purpose do not fully comply with the requirements of the city. No license or permit shall be issued for the conduct of any business or performance of any act which would involve a violation of the zoning or building ordinances of the city, and if issued through mistake, inadvertence, misrepresentation or other reason, it shall not constitute or be considered as an authorization to commit such violation or justify the same.
