§ 110.10 FILING DATE FOR LICENSE APPLICATIONS; TERM OF LICENSE; COLLECTION OF FEES: REBATE, PROCEDURE WHEN LOCATION IS CHANGED.
   (A)   All commercial establishments with buildings or premises in the city shall file with the city clerk, or other officer as may be designated by the city clerk, an application for a license to operate the commercial establishment in the city no later than December 31 of each year or at such time as the commercial establishment desires to commence operation in the city. Application forms for licenses shall be made available by the city.
   (B)   Subject to the terms and provisions of this chapter, the city clerk, or other officer as may be designated by the city clerk, shall cause to be issued a license to permit the operation of the commercial establishment in the city for a period of one license year which shall begin on January 1 of the year for which the license is issued and shall terminate on December 31 of that year. No license shall be issued at the yearly rate of license fees except for the full license year. However, where the license is issued on or after July 1, the license fee shall be 1/2 of the yearly license fee for the unexpired term of the license year.
   (C)   The required fee for each license issued shall be collected in full at the time of the issuance and delivery thereof. In no event shall any rebate or refund be made of any license fee, or part thereof, by reason of the death of the licensee or by any reason of nonuse of the license or discontinuance of the operation of the commercial establishment.
   (D)   In the event a commercial establishment moves its place of operation from one location in the city to another location in the city, a new commercial establishment license shall be charged for the new location in accordance with the terms and provisions of this chapter.
   (E)   In the event any business required to obtain a license fails to renew its annual license on or before January 1 of the business year said licensee shall be assessed a late fee equal to $15 or 10% of the annual license fee, whichever is greater.
