(A) For the purpose of ensuring that the provisions of this chapter are met there is created the office of Emergency Mayor Pro Tem for the city.
(B) In the event of a temporary absence, or a disability causing the Mayor of the city to be incapacitated from the performance of his or her duties, the Emergency Mayor Pro Tem during the absence or disability of the Mayor, shall perform the duties and possess all the rights and powers of the Mayor. The Emergency Mayor Pro Tem is that alderman that has held office for the longest consecutive years. In the event of a temporary absence, or a disability causing the Emergency Mayor Pro Tem to be incapacitated from the performance of his or her duties the alderman that has held office for the next most consecutive years will act as Emergency Mayor Pro Tem.
(C) The Emergency Mayor Pro Tem shall not act as Mayor except to fulfill the provisions of this chapter and unless and until the Mayor is temporarily absent or disabled to an extent so as to incapacitate him or her from the performance of his or her duties.
