§ 101.31 APPOINTMENTS.
   Members shall be appointed and removed by the Mayor, with the consent of the City Council. In the first instance, members shall be appointed for a term of three years, for a term of two years and a term of one year. Thereafter each member appointed shall serve for a term of three years or until his successor is duly appointed and qualified or until he/she is removed. The Mayor shall designate one of the members of the Commission to be its Chairman and one its Vice-Chairman. Any three members of the Commission shall constitute a quorum.
