For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
APPRAISAL. An estimate or opinion of the value of a specified parcel of real estate made in a business context in connection with the sale, rental, financing, or refinancing of said parcel or with any other real estate-related transaction, whether the appraisal is oral or written, or transmitted formally or informally.
CITY COUNCIL. The City Council of the City of Palos Heights.
COMMISSION. The Community Relations Commission.
COMMISSION PANEL or PANEL. A panel, comprised of three or more members of the Commission, designated by the Chairman of the Commission, to investigate and to attempt to conciliate a charge filed or made under § 101.33 of this chapter.
FAMILIAL STATUS. One or more individuals (who have not attained the age of 18 years) being domiciled with:
(1) A parent or other person having legal custody of such individual or individuals; or
(2) The designee of such parent or other person having such custody, with the written permission of such parent or other person.
The protections afforded against discrimination on the basis of familial status shall apply to any person who is pregnant or is in the process of securing legal custody of any individual who has not attained the age of 18 years.
HANDICAP. With respect to a person, the term means a physical or mental impairment which substantially limits one or more of such person's major life activities; a record of having such an impairment; or being regarded by other persons as having such an impairment. However, HANDICAP does not include: current, illegal use of, or addiction to a controlled substance; or an individual solely because that individual is a transvestite.
LEASE. Includes sublease, assignment, and rental and includes any contract to do any of the foregoing.
LENDING INSTITUTION. Any bank, insurance company, savings and loan association. Other person in the business of obtaining, arranging or negotiating loans or guarantees as agent or broker, and any person in the business of buying or selling loans or instruments for the payment of money which are secured by title to or a security interest in real estate.
NATIONAL ORIGIN. Includes the national origin of an ancestor.
OWNER. Any person who holds legal or equitable title to, or owns any beneficial interest in, any real property or who holds legal or equitable title to shares of, or holds any beneficial interest in, any real estate cooperative which owns any real property.
PERSON. Includes one or more individuals, corporations, partnerships, associations, legal representatives, mutual companies, unincorporated organizations, trusts, trustees, trustees in bankruptcy, receivers and fiduciaries.
PURCHASE. Includes any contract to purchase.
REAL ESTATE AGENT. Any real estate broker, any real estate salesman, and any other person who, as employee or agent or other engages in the management or operation of any real property.
REAL ESTATE BROKER. Any person licensed as a real estate broker in accordance with the provisions of ILCS Ch. 225, Act 455, § 1 et seq., or required thereby to be so licensed.
REAL ESTATE SALESMAN. Any person licensed as a real estate salesman in accordance with the provisions of ILCS Ch. 225, Act 455, § 1 et seq., or required thereby to be so licensed.
REAL ESTATE TRANSACTION.
(1) The making or purchasing of loans or providing other financial assistance:
(a) For purchasing, constructing, improving, repairing or maintaining real estate; or
(b) Secured by real estate; or
(2) The selling, leasing, renting, brokering or appraising of real property.
REAL PROPERTY. Any real estate, vacant land, building or structure within the city limits.
SALE. Includes any contract to sell, exchange, or to convey, transfer or assign legal or equitable title to or a beneficial interest in real property.
