The city fire inspector or his designated subordinate shall examine the plans of all proposed buildings or structures of a business, commercial, or public nature for the purpose of determining compliance with the fire code and the protection and safety of life and property. No permit for such building or structure shall be issued by the building commissioner until the plans shall have been approved by the city fire inspector or his designated subordinate.
