The city fire inspector is empowered at all reasonable hours, in accordance with the law and the statutes in such case made and provided, to enter any building, structure, or premises within his jurisdiction for the purpose of making any inspection or investigation which he may deem necessary to be made under the provisions of this chapter. This code shall apply to nonresidential only.
