(A) The board of trustees of the library shall consist of 9 trustees chosen from the citizens at large, with reference to their fitness for the office.
(B) Annually after the initial appointments to the library board of trustees, the mayor shall, pursuant to statute, appoint 3 trustees to take the place of the retiring trustees, who shall hold office for 3 years, and until their successors are appointed. The mayor may, by and with the consent of the city council, remove any trustee for misconduct or neglect of duty.
