The city may enter into an exclusive contract with a solid waste collector licensed by the city for the collection and disposal of solid waste from all single-family residential premises in the corporate limits. All such residential premises shall be serviced by, and exclusively by, the licensed city collector, and all such residential premises are prohibited from hiring any private scavenger service in lieu of the licenced city collector.
