All waste haulers licensed by the city shall not dispose of any municipal solid waste generated within the boundaries of the city by incinerating or any other process other than the following:
(A) Volume reduction at the source;
(B) Recycling and reuse;
(C) Composting; and
(D) Disposal in landfill facilities, only if the other alternatives above stated are insufficient;
(E) Or by delivering the solid waste to any entity that intends to dispose of it by means other than as stated in this section and as allowed by ILCS Ch. 65, Act 5, § 11-19-5.
