All waste haulers doing business in the city, as a condition of their licenses, shall accommodate the location at curbside of recyclable materials placed there by residents, and shall, as directed by the city, permit those recyclable materials to be picked up by other authorized haulers designated by the city. The city council may grant permission to a waste hauler to separate recyclable materials at a location other than at curbside.
