Occupants, tenants, or persons in possession of commercial buildings and multiple dwellings containing over 3 units must arrange for the disposal of refuse by private contract, but must establish proof to the satisfaction of the city that the refuse is being properly removed from the premises. A designated representative of the city, in the absence of proof that a means of disposal or removal has been contracted by or provided for, may inspect the premises, and remove therefrom any and all refuse found therein, for which removal the required fees shall be paid.
