Every occupant, person, owner, lessee, or tenant in possession of any house, building, flat, or apartment in the city shall at all times maintain in good order and repair a container or containers for trash and garbage. Filthy, leaking, or defective receptacles should be cleaned, repaired, or replaced as directed by the appropriate representative of the city. A container shall be a can of galvanized iron or noncorrodible material, rodent-proof, watertight, and of the type commonly sold as a garbage can, of a suitable gauge and construction to insure durability, and of a capacity of not less than 10 gallons nor more than 30 gallons.
