§ 97.02 PLACING ON PROPERTY OR EXPOSED TO WIND.
   No garbage or refuse of any kind shall be deposited in any street, alley, or public way, or on any other property, except that of the owner, except as is provided in this chapter, and no refuse shall be so placed that it can be blown about or scattered by the wind.
