It shall be unlawful for any owner of any lot or parcel of land in the city to permit or maintain on any lot or parcel of land, any elm tree or dead elmwood which, as provided in § 96.35 hereof, is a public nuisance. It shall be the duty of any owner to promptly remove any elm tree or dead elmwood under the supervision and direction of the department head of buildings and grounds or a duly authorized representative of the city.
