A permit shall be obtained from the health inspector for each excavation, construction, or installation referred to in §§ 96.21 through 96.25. Drawings and other information pertaining to compliance with the requirements hereinafter stipulated may be required in the application for the permit, and the fee for the issuance of the permit shall be determined by the health inspector, and shall be not less than $10, nor more than $50.
