Whenever any nuisance exists or shall be found on any premises within the city, whether the nuisance is one specifically recognized by this code or not, the mayor is authorized, in his or her discretion, to cause the same to be summarily abated in any manner he or she may direct, and at the expense of the party permitting or maintaining the nuisance.
