(A) The obstruction of a clear and unobscured view of fire hydrants is prohibited. The planting or maintenance of trees, bushes, or other obstructive plantings in or around fire hydrants is prohibited.
(B) All persons who may have planted any such trees, bushes, or foliage, or are maintaining any such trees, bushes, or foliage, on any public right-of-way within the city so as to obscure or obstruct any fire hydrant shall be deemed to have violated the provisions of this section.
(C) All persons responsible for installing or planting any such trees, bushes, or foliage on any public right-of-way so as to obscure the direct view of any fire hydrant are required to immediately remove any and all such obstructions.
(D) Any person found guilty of violating the terms and provisions of this section shall be fined not less than $25 or more than $500 for each violation.
