Request for the temporary closing of streets for social functions shall be directed to the director of public safety. The director of public safety, after considering safety and traffic circumstances, shall deny or grant permission for temporary street closings under terms as he shall deem necessary and appropriate for the protection of the health and safety of all persons who may be affected.
