All street identification signs erected by the city upon or about public rights-of-way within the city intended to regulate or inform pedestrian or motor vehicle traffic shall be substantially as follows: Signs shall be 24 inches by 4 inches in dimension, shall be erected on steel posts 10 feet above the ground, and shall consist of black letters located upon a white background, reflectorized on both sides.
