Any person desiring to install a driveway over or to install a culvert in any public drainage ditch shall make application for a permit therefor to the clerk of the city. The application shall describe the location of the property, and the location of the driveway or culvert to be installed. The application shall be referred to the director of public services, who shall inspect the premises, and determine the proper size, type, and depth of the culvert.
