No permit required by § 94.06 shall be issued until there shall first have been deposited with the city clerk a sum in an amount of $6 per lineal foot of curbing to be altered. Upon completion and approval of the cutting or alteration of the curbing, the deposit shall be returned to the person depositing the same. However, if any curbing or other public property is damaged, defaced, or improperly cut or altered, the sum shall be applied by the city toward the repair and restoration of the curb or other public property.
