§ 91.12 NUISANCES.
   (A)   Animal owners shall not allow their pets to disturb the peace with unnecessary and prolonged barking, howling, crying, whining, mewing, or calling sounds by cats in heat or making other disturbing noises.
   (B)   Defecation.
      (1)   Animal owners shall immediately remove their animal's defecation from any public way, street, sidewalk, easement, park, parkway, or from the property of another person. Animal owners shall pick up excrement and dispose of such at their own premise in accordance with division (B)(2) below.
      (2)   Property owners shall pick up animal waste daily; place it in a sealed container and dispose of it with the weekly garbage service. Litter boxes shall be used according to the manufacturer's specifications. Litter box waste shall be placed in a sealed container and disposed of with the weekly garbage service.
   (C)   Number of dogs and/or cats; exceptions.
      (1)   The total number of adult dogs and/or cats shall not exceed four per household, excluding a litter of young, which shall be exempt until the age of four months.
      (2)   Those households having more than the maximum number of dogs and/or cats allowed by this chapter at the time of passage are exempt until the licensed animal expires.
   (D)   Breeding of animals. Only licensed kennels and pet shops may breed and offer animals for sale. The breeding and/or sale of animals are prohibited on residential property.
   (E)   Running at large; leash requirements, prohibited entry.
      (1)   Animal owners shall keep their animal under restraint.
      (2)   The police department or code enforcement officer may impound animals running at large or not under restraint on any public property or private property not belonging to their owner.
      (3)   Animals are prohibited from entering any food establishment, retail, or service business, except veterinarian’s offices or pet stores, unless otherwise exempted by this chapter. Guide dogs that are harnessed and/or leashed according to custom and under the control of their owner are exempt from this division.
      (4)   Animals may be prohibited from certain designated parks and playgrounds.
   (F)   Vehicle use.
      (1)   Animal owners shall insure their animal has adequate ventilation when the animal is in a vehicle. For the purpose of this division, adequate ventilation means the vehicle's internal temperature does not exceed 80° Fahrenheit and the animal is not left in the vehicle longer than 30 minutes.
      (2)   No animal shall be left unattended in a vehicle while the motor is running.
   (G)   Visiting cats and dogs are subject to all the applicable sections of this chapter, except those relating to licensing.
