(2) A "restricted parking zone" is an area of a public street in which the parking of vehicles is restricted to those persons residing adjacent to and along said streets.
(3) It is unlawful for any person that does not reside adjacent to or along a restricted parking zone to park any vehicle within said restricted parking zone.
(4) The Police Department is authorized to issue restricted parking permits to all residents residing along the restricted parking zones designated herein.
(5) The Department of Public Works is authorized to post signs designating all the restricted parking zones enumerated herein.
(B) Penalty. Any person violating the provisions of this schedule shall be fined not less than $35 nor more than $200 for each offense.
