SCHEDULE VII. LOCAL TRAFFIC ONLY.
   (A)   Local traffic only shall be permitted to proceed in either direction on 71st Court between 120th and 121st Streets.
   (B)   Any person violating the provisions of this schedule shall be fined not less than $25 and not more than $100.
